Schumer Prepping for Push on AI Policy

Senate Majority Charles E. Schumer is getting ready to make a new push for rules on artificial intelligence (AI) when Congress returns from recess next week. He is inviting top tech leaders to help craft new legislation.

Mr. Schumer is organizing a meeting on AI with major tech figures, including Elon Musk, Meta’s Mark Zuckerberg, Google’s Sundar Pichai, Microsoft’s Satya Nadella, OpenAI’s Sam Altman, and others.

Mr. Schumer has been advocating for Democrats to take a leading role in shaping new AI policy. He kickstarted the AI lawmaking effort in April and unveiled his “SAFE Innovation Framework” for AI policy in June.

As part of the lawmaking process, Mr. Schumer plans to hold insight forums this fall with AI experts, bypassing traditional committee hearings.

Mr. Schumer is working with Senators Martin Heinrich (D-New Mexico), Todd Young (R-Indiana), and Mike Rounds (R-South Dakota) on developing the new AI policy framework.

While traditional congressional committee work on AI policy is ongoing, Mr. Schumer believes that it is not enough. He wants to avoid the typical process of congressional hearings and instead create policies that align with the rapidly evolving AI landscape.

Mr. Altman, CEO of OpenAI, previously testified before a Judiciary Committee panel and called for new regulations to prevent AI tools from being used for manipulation or to develop bioweapons.

According to Axios, the AI forum organized by Mr. Schumer will be closed-door, and several AI experts and tech leaders have already met with him privately as he formulated his AI plan.
